Togolese regulator ARCEP has ordered local mobile operator Moov to attend a public hearing to explain its subpar quality of service.

Local news outlet Togo First reported that the operator, a subsidiary of Maroc Telecom, stood accused of “failure to meet the obligation of permanence, continuity and availability of its services, in accordance with its specifications.”

Between June and September 2020, a spate of service outages on Moov’s network prompted the regulator to impose sanctions on the operator in November that year for “violating its terms of reference.”

ARCEP has now opened the case in response, with some observers noting that the move is a power play by the regulator to demonstrate that it will no longer tolerate inferior service quality. Following the hearing, ARCEP is expected to force Moov’s hand to improve its network quality.
