Philippines-based operator Globe Telecom is backing a proposed national policy for underground fibre conduits, arguing that a coordinated approach could reduce fibre theft and cuts that disrupt connectivity.

The proposal, submitted through the Private Sector Advisory Council's digital infrastructure sector, calls for a national framework covering the planning, construction and management of underground conduit infrastructure.

Globe said the framework would address fragmented implementation across local government units by establishing common technical standards, a lead agency for nationwide deployment and clearer responsibility for maintaining the infrastructure.

The proposal comes as the Philippines moves to implement the "Dig Once" policy under Section 17 of the Konektadong Pinoy Act, which encourages the coordinated deployment of telecommunications infrastructure.

Globe said more than 14,000 fibre cut incidents were recorded in 2025, caused by factors including climate-related disasters, accidental damage and intentional cuts.

Globe general counsel and Philippine Chamber of Telecommunications Operators president Froi Castelo said a common framework would make underground infrastructure deployment more efficient while improving network resilience.

Globe has already deployed more than 1,500km of underground fibre facilities, which it said has significantly reduced fibre cuts in areas where the infrastructure has been installed.

The proposed policy also calls for national and local government agencies to develop a National Underground Conduits Master Plan, alongside common technical standards and a governance framework for the long-term operation and shared use of underground infrastructure.
